He was a moral philosopher. His motivation on beginning the text (which was never properly finished) was to forcefully bring home to the people of Athens the dire consequences of immoderate and unwise behaviour - greed, etc.
So, as part of this, he devised - invented - the tale of Atlantis. Bear in mind: he was writing a work of moral philosophy, not some latterday blog about a mysterious lost land that everyone should immediately start looking for.
Not that that's stopped ill-advised commentators picking up the ball and running with it, and missing the original point completely.
